The White House released a cyber strategy document, which mentions a house bill that would authorize cyber letters of marque, last used in 1812. This is the historical analogy. In the 1700s–1800s. Governments issued letters of marque to private ships. This authorized them to, attack enemy ships, seize cargo, disrupt trade. These private ships were called privateers. They were not pirates because they had government authorization. The U.S. Constitution still references this power: Congress shall have power to grant letters of marque and reprisal. The last time the U.S. used them was the War of 1812. ",
