Governments issued letters of marque to private ships. This authorized them to, attack enemy ships, seize cargo, disrupt trade. These private ships were called privateers. They were not pirates because they had government authorization. The U.S. Constitution still references this power: Congress shall have power to grant letters of marque and reprisal. The last time the U.S. used them was the War of 1812. ",
